In 1610, the city fathers of Rotterdam issued permits to engage in trade within the city to small number of Portuguese Jewish merchants. The permits guaranteed freedom of worship and the right to build a synagogue and establish a cemetery. In 1612, these provisions were challenged by the local Remonstrant Church.
